Who is required to take House Bill 3 (HB3) Reading Academies?
All K-3 teachers, including special education teachers, and administrators are required to complete the HB3 Reading Academies by 2023. This includes literacy specialists who see K-3 students in small groups and K-3 departmentalized teachers. The TEA plans to propose roles that exempt special area teachers (e.g., art, music, and physical education teachers).

When is the deadline for current educators to complete Reading Academies?
The TEA will propose rules allowing districts through the 2022-23 school year to train current staff. Districts should plan for all staff to be enrolled by the 2022-23 school year.

Can Assistant Principals or Instructional Coaches attend?
Yes, districts and charter schools can enroll participants who are not required by law to take HB3 Reading Academies, such as Assistant Principals, Instructional Coaches, or teachers not currently serving in a K-3 classroom but may in future years.

My teachers have attended previous Reading Academies. Can that count towards the HB3 Reading Academies requirement?
Educators who participated and completed all requirements of the 2018-19 Reading Excellence and Academies Development (READ) Grant, and participated in the Summer 2020 additional sessions, will receive credit participation in the HB3 Reading Academies.

If future teachers pass the new Science of Teaching Reading certification test, do they still have to attend the HB3 Reading Academies?
Yes, the HB3 Reading Academies are written into state statute and are required for all teachers and principals in grades Kindergarten, 1st, 2nd, and 3rd grade. Reading Academies now offer an STR pathway in both ELAR and Biliteracy for those teachers who have passed the STR exam and have the STR certification on their teaching record.
