  • The literacy framework of ESC Region 11 is grounded in research-based-instructional strategies (RBIS) that align with the Science of Teaching Reading. These practices are rooted in the RLA RBIS. The alignment of RBIS is clear with support and professional development that informs LEAs in foundational literacy practices, complex text, knowledge coherence, and text-based responses.

    The goal of ESC Region 11 is to bring best practices to LEAs and ensure they understand and can implement high-quality instructional materials into their schools to ensure rigor and overcome the Opportunity Myth, so students receive the best Tier 1 instruction possible. Support from ESC Region 11 includes systematic, explicit teaching, how to determine text complexity, building knowledge and vocabulary in all content areas, and grounding reading, writing, listening, and speaking in evidence from the text. In addition, the literacy framework includes PLC and individual coaching of LEAs using HQIM. Our framework encompasses the understanding that reading and writing are reciprocal processes that will build student comprehension.
